“I’m the luckiest director because I get to reveal Negan in a way that hasn’t been done on the series. There’s a layer outside, as well as inside,” said Rosemary Rodriguez, who directed Episode 707 of The Walking Dead.

Negan’s Sanctuary is an enormous compound, where hundreds of people are set to live and work. For the set designers on The Walking Dead, this involves a great deal of detail and imagination beyond the comics.

This means making everything look “worn” as Chandler Riggs describes it. There are old blankets, abandoned areas, cans of food, cots, and so on. In addition to props, they also had to find an area that looked worn overall.

According to Construction Coordinator Roger Scruggs, “The devil is in the detail,” when it comes to creating a set for The Walking Dead
