3Rick Asks Dwight A Simple Question

There was a moment in The Walking Dead finale when Rick asked Dwight why he didn’t just killed Negan himself and he basically replied that Negan is more than one man. The cult of Negan may, in fact, live far beyond Negan the man.
This is something that we haven’t really touched on within the show. When Rosita, Carl, or Sasha tried to take out Negan, they acted like that would simply end it (unlike the negotiation at the end of The Fifth Element).
But Negan has proven you have to do more than cut off the head of the snake to destroy what he has built.
Why Hasn’t Negan Been Killed Already?

There were several occasions where someone could have double-crossed Negan, but they fear his ideals too much. The only people within the Sanctuary who would kill Negan (that we know of) are his sister-wives when they asked for Eugene’s pill.
It was clear when Rick asked Dwight about this, that he hadn’t really thought it all out. “Why don’t you just kill him yourself?” is not enough. Perhaps Rick was just testing Dwight, but it’s alarming that he hadn’t considered everything.
Perhaps Eugene made this clear to Rick Grimes.
