An ISIS magazine is encouraging followers to post fake sales ads on websites like Craigslist or eBay to lure victims into their houses, hold them hostage, and then murder them. No demands are required for these kills, so no negotiations are possible.

The magazine, which is called Rumiyah, has been known to publish terror attack tutorials and it also encourages attacks with a vehicle, knife, or lone arsonist. Specifically, it asks for followers to “create as much carnage and terror as one possibly can.”

ISIS is also recruiting on social media sites.

The Daily Mail reports:

“A recent edition of the Islamic State magazine, Rumiyah, has published tutorials on vehicle, knife and arson attacks for lone jihadists, who it praised as having ‘set heroic examples with their operations.’”

“The magazine, which is published online in ten languages, encourages terrorists to buy guns at shows and to ‘create as much carnage and terror as one possible (sic) can’ when taking hostages. Meanwhile, ISIS is also creating a social media site where fanatics will be able to recruit others and share extremist material, a top EU official has said.”
