After seven gory seasons of The Walking Dead, fans have seen some of the most evil villains ever to be on television. Whether it’s Negan killing Glenn, the Governor killing Hershel, or Gareth organizing cannibal feasts, each is its own brand of evil.

Some of the less evil contestants included Caesar Martinez from the original River Camp back in Season 4. Caesar was evil, but the Governor quickly showed he was much more so than this would-be leader.

Then, there’s Joe, the leader of the Claimers. Unbeknownst to Daryl Dixon, the Claimers were actually a group of rapists and killers. Luckily, Rick put an end to that.

Dawn Lerner, Jadis, Gareth

Police Lieutenant Dawn Lerner led the Grady Memorial Hospital. She had really lost it after the outbreak. Her situation was perfect, but her pride and lack of ability to really led ended her life in a shootout.

More recently, there’s Jadis.

She seems like she’s a good leader, in terms of her people, but this might come back to bite her. Rick Grimes won’t stand for this betrayal. So if she doesn’t gain followers, she might die in Season 8.

Then there’s Gareth. The leader of the Termites, a group of cannibals in Terminus, Gareth had crossed the line and there was no looking back by the time that Rick’s group met up with him. He simply had to go.

Shane, Negan, The Governor

Finally, there’s Shane, Negan, and the Governor. Fans once voted Shane to be the most evil person on the show, because he made his best friend kill him. Some say Shane made Rick turn into the man he is today.

The Governor was evil, menacing, and sometimes without cause. He seemed to do bad for no good reason sometimes. This separates him from Negan, who seems to at least have someone else in mind, along with a system of rules for his leadership.
