Nameless Wolves Leader
The nameless leader of the Wolves seemed to be completely remorseless until Denise turned him around. Despite his final moments of honesty, his cold-blooded nature puts him in the top five most evil villains on The Walking Dead.

Gareth, Leader Of Terminus
There is no gray area with Gareth. He’s pure evil. A cannibal, Gareth lead the slaughters at Terminus until Rick killed him in the church.

The Governor
The Governor also had some mental issues as a leader. With a secret room of heads in fish tanks and a tied-up zombie daughter, he was clearly losing it. Thankfully, Rick took him out during the prison riot.

Lizzie Samuels
Despite only being a child, Lizzie Samuels was psychotic. She may not have been aware of what she was doing when she killed her sister and threatened Judith, but if Carol hadn’t taken her out, she would have grown up to be pure evil.

Negan, Leader Of The Saviors
The man who needs little introduction, Negan is the worst of the worst. He’ll kill a man in the streets with no regard and his power is his true shame. Hopefully, Rick will take him down a notch or two when the series returns.
