51. Support Mexican Law Enforcement Training
Congress appropriated $2.5 billion in 2007 to help Mexico improve border security and its criminal justice system. The project called the Merida Initiative spent $1.5 billion in equipment, training, and technical assistance as of November 2015. However, it is currently focused on economic development and community-based programs and Trump could help by shifting the funds back to law enforcement.
