Extensive Contact with Foreign Agents

They recently announced the arrest of a State Department official on charges that she failed to disclose extensive ties with foreign agents. Her actions were so bad that they are considered to be a threat to national security.

Candace Marie Claiborne is a U.S. State Department employee who possesses a Top Secret security clearance and allegedly failed to report her contacts with Chinese foreign intelligence agents. Claiborne used her position and her access to sensitive diplomatic data for personal profit. Pursuing those who imperil our national security for personal gain will remain a key priority of the National Security Division.

The charges were announced by Acting Assistant Attorney General Mary B. McCord for National Security, U.S. Attorney Channing D. Phillips of the District of Columbia and Assistant Director in Charge Andrew W. Vale of the FBI’s Washington Field Office. Claiborne is charged with obstructing an official proceeding and making false statements in connection with her alleged concealment.

Documents in the case, allege that Claiborne “violated her oath of office” and deliberately misled investigators about her “repeated and extensive” relationships with foreign agents from China. The affidavit in support of the charges stated that:

“Claiborne began working as an Office Management Specialist for the Department of State in 1999. She has served overseas at a number of posts, including embassies and consulates in Baghdad, Iraq, Khartoum, Sudan, and Beijing and Shanghai, China.”

The complaint also alleges that Claiborne met with two intelligence officials from the People’s Republic of China, which she failed to disclose, even though she and her family received elaborate and expensive gifts over a five-year period. Those gifts included “cash wired to Claiborne’s USAA account, an Apple iPhone and laptop computer, international travel and vacations, tuition at a Chinese fashion school, and a fully furnished apartment. She faces up to 20 years in prison if convicted of the charges.
